Compostable Takeaway Packaging for German Gastronomie: What Actually Works
A Berlin delivery operator we supply runs three kitchens and about 40 riders. In spring 2024 he called us about bowl lids cracking in insulated bags, with customers posting photos of the failures. His plastic bowls had been illegal to hand out since 2021. He switched everything to bagasse, then found that compostable tableware is neither banned nor mandated in Germany — it just has to survive two rules pulling in opposite directions. We run a bagasse factory in Qingdao at roughly 2,500–3,000 tonnes a year.
The Two German Rules That Get Confused
The EWKVerbotsverordnung (single-use plastic ban, in force since 3 July 2021) transposes EU Directive 2019/904. It bans placing on the market single-use plastic cutlery, plates, straws, stirrers, cotton-bud and balloon sticks, and expanded-polystyrene food and drink containers.
The Mehrwegpflicht is a different instrument. Since 1 January 2023, food-service businesses selling takeaway in single-use plastic containers must also offer a reusable alternative in a comparable size, not priced higher. Small businesses below the employee and floor-area thresholds can be exempted.
The commercially important part: the reusable obligation is triggered by single-use plastic packaging. Move an item to a non-plastic single-use format and, in most cases, that duty no longer applies. That is why bagasse has become the workhorse for operators who want to stay single-use but leave the plastic regime behind. Confirm the nuance with your compliance advisor first.
What Is Banned, What Fits, What Stays Reusable
A planning aid, not legal advice. Rules change — verify for your business.
| Item | Plastic ban status (DE) | Compostable / bagasse option | Mehrweg alternative |
|---|---|---|---|
| Cutlery | Banned (plastic) | Bagasse or wood | Reusable steel |
| Straws, stirrers | Banned (plastic) | Paper, PLA | Reusable metal or bamboo |
| Plates | Banned (plastic) | Bagasse 6–10 inch | Reusable PP or melamine |
| EPS boxes and cups | Banned | Bagasse clamshells | Reusable containers |
| Bowls (non-EPS plastic) | Not banned as such | Bagasse bowls | Reusable bowls, deposit |
| Hot and cold cups | In the Mehrweg duty | Low-PE paper, bagasse cups | Reusable cups under Pfand |
| Bags | Carrier bans apply widely | Paper or fibre bags | Reusable woven bags |
| Lids | Restricted with their item | Bagasse and fibre lids | Reusable lids |
For delivery-only operators Mehrweg is often impractical — you cannot collect bowls from a riderless building door. That is the gap bagasse fills. For a counter-service imbiss, a deposit bowl programme can run alongside it.
How the Reusable Mandate and Compostable Single-Use Coexist
The pattern that works: reusable for the customers you see, compostable for the customers you don’t.
A Hamburg imbiss chain we supplied did exactly this. Its sit-down and office-counter trade moved to a deposit bowl scheme, which cut packaging-waste fees. Its Lieferdienst orders, which never return, stayed single-use — in bagasse rather than plastic. Two channels, two formats, one menu. Just remember that “compostable” is not a protected category in German law — only a certificate for a specific item and process.
What You May and May Not Print (UWG)
The UWG lets competitors and associations act against misleading environmental advertising, and German courts have been firm on unsupported “climate-neutral” and “biodegradable” claims. Print the standard the item actually meets — EN 13432 for industrial compostability, or a home-compostability certificate where it genuinely applies — and never blur the two. Name which disposal route is required; never imply home composting for an industrial-only item. Evidence: /certifications/, /home-vs-industrial-composting/.
VerpackG, PPWR and Licence Fees
Put packaging on the German market and you register in LUCID, join a system for system-participation packaging and report volumes — the VerpackG regime. Since 12 August 2026 the EU PPWR and the German VerpackDG implementation act replaced the old Verpackungsgesetz. The duties stay; what shifts is who owes them. The PPWR splits the manufacturer (conformity, technical documentation) from the producer (extended producer responsibility where the packaging becomes waste). If the packaging carries your brand you are likely both, and foreign sellers shipping directly to German end users must appoint an authorised representative.
Practically: buy service packaging under your own brand and you owe the licence fee. Fibre is licensed by material and weight, and food contamination affects classification. We cannot quote your fee; the system operator does. Background: /blog/eu-ppwr-packaging-regulation-2026-guide/.
The Biotonne Reality and Contamination
A bagasse bowl only composts if it reaches an industrial composting facility — the honest limit of the material. Municipal composters often reject digestate containing moulded fibre, because it breaks down slower than food waste and they cannot tell a certified bowl from a plastic one. Several districts have restricted what they accept. Do not promise customers that your packaging is composted. Promise that it is certified compostable and tell them where to put it — after checking your district.
Cost, Operations and Staff Training
Bagasse usually costs two to three times the old plastic unit price. What you buy back is compliance headroom and market access, not a cheaper unit. Load the real lines: FOB Qingdao price, ocean freight to Hamburg, duty, port and clearance, inland transport, plus your VerpackG licence fee — and model a normal and a bad freight case.
The failure we see most is not the material — it is staff ladling a wet curry into a thin bowl and stacking it under a heavy bag. Moulded fibre needs a heavier gauge on stressed parts and a few minutes of training. Pricing: /blog/bagasse-vs-plastic-cost/, /bagasse-plates-wholesale/ and /molded-fiber-food-containers/.
Sourcing from Qingdao: MOQ, Lead Time to Hamburg
Most German importers buy FOB Qingdao and control the sea leg with their own forwarder. Qingdao to Hamburg runs roughly 30–40 days port to port; add a week for pre-carriage and clearance. We hold around 30 standard moulds, and many formats need no new tooling. Ask any supplier four things: which moulds fit your sizes; the real cube and weight per carton, since fibre is light and bulky; which certificates attach to the specific item; and how they handle a defective batch. FAQ: Compostable Takeaway Packaging in German Gastronomie
Is compostable packaging banned in Germany?
No. The plastic ban targets plastic items, not compostable ones. Bagasse and other non-plastic single-use formats are generally allowed; what applies depends on the material, food-contact compliance and your packaging-law duties.
Does the Mehrwegpflicht mean I can never use single-use again?
Not quite. The reusable obligation is triggered by selling takeaway in single-use plastic, and businesses below the thresholds can be exempted. Move an item to a non-plastic format and the duty usually stops applying — confirm before relying on it.
Can I write “100% compostable” on a German carton?
Only if true for the item, with the disposal route named. Print the standard it meets, such as EN 13432, and where it should go. Claims implying home composting for an industrial-only item risk action under the UWG.
Do I still owe VerpackG fees on bagasse packaging?
Usually yes, if you put branded service packaging on the German market. Fibre is licensed by material and weight, and the fee is set by your system operator. Since 12 August 2026 the PPWR and VerpackDG rules apply.
Will a bagasse bowl actually be composted in Germany?
It is certified compostable, but whether it is composted depends on your district’s Biotonne acceptance. Some composters restrict moulded fibre.
How long does delivery from Qingdao to Hamburg take?
Around 30–40 days port to port, plus pre-carriage and clearance. Add several weeks if a new mould must be cut.
